Currently people register in precincts where they do not reside, giving them the ability to vote illegally. This is termed “Flying Voter.” Another form of fraud is called “Multiple Registrants,” the process in which the individual assumes the identity of a dead or fictitious resident and registers under that name. The last and probably the most severe kind of fraud occurring in the registration phase is called “Ghost Precinct.” This is considered to be the most sever as an entire precinct as well as its members are created out of thin air.
Identification is the key to registration. The current Identification (ID) system used for registration is a laminated plastic card ID which can easily be forged. Botong Pinoy's eRegistration module takes out the plastic card ID from the process and replaces it with facial and fingerprint recognition software to weed out possible multiple entries in the
voters list.
The Philippines is considered to be a developing country. As of this point in time the government does not have the infrastructure in place to be able to monitor each and
every citizen based on their biometric information.
